Philip is a Strelka Police Force officer who delivers post in the West Central area of The City.

Philip attended the Strelka Police Force Academy and graduated as a low level officer. At the academy and as a graduated officer, Philip is often teased and called "Sexy Saxby" by his peers.

Philip rollerskates through his post route and wears black cycling shorts all year round.
