Ian was born the second son of Ian Page Sr. He attended Southbridge Pre-Prep, Southbridge Prep, and Southbridge School as a child before studying at university as a young adult. After graduating, Ian pursued a career in property before taking on the PAGE family business when his brother, Henry Page, declined the position.

Before Ian became the PAGE Ltd. CEO, he married Heather Page, whom he had met while studying at university. In 1981, they had their first child, Leon Page, and then in 1984, their second, Phoebe Page.

Ian's relationship with his father was strained. Ian desperately wanted to please and impress his father but his father only punished and dismissed his son. Even as an adult, Ian still seeks approval from his father. Ian also seeks approval from his own son, Leon, and as a result tries to be a friend to Leon rather than a father.
