Jake Fowler was born the only child of Stanley Fowler and his wife. Jake attended the Strelka Police Force Academy from ages 11-18 but graduated with very poor grades. Regardless, Jake was made a Strelka Police Force (SPF) officer and assigned to serve under his father in the Downtown district of The City.

As an SPF officer, Jake was often very lenient, negligent of his duties and was allowed to do so under his father's management.
