Russell was born the first and only child of Marcus Charbonneau and Susan Charbonneau. He was cared for by a Noirian Nannie and received tutoring in English, French, and piano from a young age as well as attending Southbridge Pre-Prep School. At age 5 he progressed to Southbridge Prep School. Outside of school, Russell partook in horse riding and dance lessons alongside piano.
As a child, Russell also spent a lot of time with his father and, as orchestrated by his father, not much time with his mother. This lead to the relationship between Russell and his mother to become strained and distant.
During Russell's earliest years he was betrothed to Katie Arkvice but, due to political changes in 1983, this arrangement was broken off. Russell also spent a fair amount of time with his second cousin Ashby Blackwood and would eventually develop an infatuation with him.

During childhood, Russell appears confident and mature for his age when communicating with adults but is actually very anxious. It is during his early years that he begins trying to be the person his father wants him to be.

Russell progressed from Southbridge Prep School to Southbridge School in 1991 at age 11. At this time, he and Ashby were inseparable and, along with a group of followers, would often tease and bully other students, especially Ethan Stower.
However, in 1994, Ashby and his family were thought to have been assassinated. Although Russell was greatly affected by this, he quickly befriended Ethan and became infatuated with him instead. Russell would often have Ethan over at his family's estate and frequently tried to push the boundaries of their relationship.

Outside of school, Russell's extracurricular activities lessened and he spent more time at his family's estate. Russell desperately wanted attention from his father but Marcus had begun pulling away from Russell for periods of time if Russell had done something that displeased him or for no reason at all. Russell also experienced physical abuse from his father.

As a teenager, Russell is very chatty, dramatic, and flamboyant. He loves to talk about others, especially his father, and sometimes has a cruel sense of humour. Russell has a love for feminine things, something he is ashamed of and, in private, likes to dress up in drag.

In 1997, when Russell was 16, his father was assassinated while speaking at a public rally as part of Malcolm Moore's rise to power. After Marcus' passing, Russell became extremely depressed. It was at this point that Russell demanded his mother leave the Charbonneau estate and threw away all of his "feminine things".
After graduating from Southbridge School, Russell began attending City Central University to study politics. Despite not meeting the entry requirement grades, Russell was allowed admission under 'special circumstances' due to the death of his father.
At University, Russell quickly formed a friend group made up of various traditional Noirian students and began acting hostile towards his high school friend Ethan.
After graduating in 2003, Russell spent his time making further connections with traditional Noirians across England and founded a political party whose main priority was returning England to Noirian rule. During this time, Russell first met Harriet Blackwood. Russell and Harriet were married shortly after with Harriet breaking off her engagement to her father, Jeremy Blackwood.
In 2021, with many supporters behind them, Russell and his party took the majority of England by force, leaving only the South-East as a Strelka ruled.
